You can look at Russia and see what you want to see. You can see a country with great capability, impressive weaponry, and a lot of power. You can also see a country that is dysfunctional, economically weak, that hasn’t been able to translate its scientific talent into competitiveness in the global economy. We would have to look at all of what Russia is to really understand the kinds of challenges it poses to us. If Russia is going to be fundamentally hostile to the United States then having great economic capacity to contribute to that goal is certainly not in our interest. On the other hand, if Russia is going to be a counterweight to rising Chinese power, a country that can be a responsible global citizen, that can become more confident and less vulnerable in the way he thinks about the outside world world, then, yeah, sure. It really depends, and I’m not sure we have an answer to the question of what kind of purposes Russia really thinks it has.
